Pre-Initiative Committee – If your ballot measure has not raised at least $1,000 then you do not need to create an official Measure/Initiative or Committee. Instead you can use you own personal finances and accounts, or possibly an other non-profit or for-profit bank account.  Alternatively we can easily Sponsor your Pre-Initiative Committee and use a shared account, or create a separate account for your committee. Besides the % of total incoming cash flow you would determine yourself, there are no additional costs for a Pre-Initiative Committee.
